Angela Sheppard resigns; takes Gainesville assistant city manager job

Angela Sheppard has resigned as Administrative Officer for Banks County government to take a job as assistant manager for the City of Gainesville.

Sheppard, who has worked for Banks County since 2005, wrote in her letter of resignation that she was leaving with “mixed emotions.” Her last day in Banks County will be Wednesday, April 22.

Commissioners Rickey Cain thanked Sheppard for her work for Banks County.

“You have meant a lot to us and done a lot for us,” he said.

Commissioner Joe Barefoot added: “We appreciate the dedicated service you have given Banks County and making all of our jobs easier. We appreciate that and wish you the best of luck.”

BOC chairman Milton Dalton said: “I’ve enjoyed working with you.”

Why do we have a county administrator when we have a
commission chairman? Here we go again, government running
amuck with our tax dollars!! Or are the commissioners
unable to perform their duties, oh wait, they do a wonderful
job of 'studying' projects!! They just don't get anything done!! Mea Culpa!

Well as much as I hate to defend politicians, an administrator is important. The BOC is only responsible for voting business of the county such as annexations, zoning, department head hirings and firings, major purchases, and such business. The administrator is responsible for day to day business, minor business purchases, employee (not department heads) hirings and firings, open records request, filings, PIO, and such business that cannot wait for BOC votes or are so minor as not to require a vote. If departments had to wait on votes from the BOC for small problems that require immediate attention then government would grind to more of a halt than it is at now.

Oh paleeze!! As little and rural Banks County is, the commissioners have all day long to take care of business. And if you were up to date, you'd realize the Banks BOC can't make a decision, they have to study the crap out of what kind of toilet paper to buy for the courthouse!! Annexations, since when does a county annex? Zoning, BOC has done quite well in that field, BANKS is home to a trash dump that accepts garbage from as far away as Virginia!!! Decisions, my rear, Banks commissioners only do one thing right, spend money recklessly!!! And WHERE is the $14,000 missing from the BANKS coffers????

Annexations, well the cities inside Banks annex (Lula, Alto, Baldwin, Maysville, and Homer) and the BOC can and does vote to support or challenge properties being annexed into the cities away from county services. Such as the vote that the Hall County BOC just made regarding Gainesville annexing parts of 985. That's an answer to "since when do counties annex" brainiac. The BOC must be aprised of every annexation inside the county. Did you miss that lesson in the government class you must have failed.

Well Well JDUB, I have a question for you - Did you know the city of Commerce was within a few hundred feet of the Banks County line and if it had reached it would have annexed to the river!!!! Commerce annexed while the City of Homer and Banks County played
tiddly winks in the pretty downtown park in Homer. Janette

smart and effective commissioners!!! No 2, since when has any town annexed any part of Banks County? Get a life JDub, it is clear you have to much spare time on your hands.

Well well what, did you just ask when did any town annex any part of Banks County? How could, lets say Maysville, annex property to increase size without annexing part of the county into it? And if Commerce had tried to annex into Banks County how would that have hurt the county. It would not have taken money from the county and as a matter of history, annexations usually increase revenue for the county. It draws business and residential development as services are provided by cities better than counties (generally). Seems you need to get a life and find a clue while your out shopping....

This is silly all county and municipal gov. are structured to have administrators not just in Georgia but throughout the United States. I know of only one county in our area that doesn't have an administrator (Barrow) and they need one very badly because their Chairman is really screwing things up over there.
