Sealed proposals will be received by the Banks County Board of Commissioners at the Banks County Courthouse Annex, 150 Hudson Ridge, Suite One, Homer, Georgia 30547 until:
October 7, 2009 @ 2:00 p.m. Local Time
A Mandatory Pre-Bid Meeting will be held on September 22, 2009 @ 2:00 p.m. at the Courthouse Annex in the Commissioner’s Meeting Room.
For the project known as:
MOUNTAIN CREEK WATER TREATMENT PLANT IMPROVEMENTS
Contract I - 1.0 MG Clearwell
Contract II - Whippoorwill Way Water Main
at which time and place the bid will be publicly opened and read aloud. Bids received after the designated time will not be considered. The OWNER of the project is the Banks County Board of Commissioners. The ENGINEER for the project is Rindt-McDuff Associates, Inc.
This project is funded through the Georgia Environmental Facilities Authority (GEFA) via the American Recovery and Reinvestment Act (ARRA), which includes “Buy American”, Federal Employment Requirements, and other federal regulations.
The scope of the Work for each contract includes, but is not limited to, the following:
Contract I: Installation of a 1.0 million gallon prestressed concrete tank (clearwell); a high service pump station; a reinforced, shotcrete soil nail structural wall; a meter vault; modifications to existing plant process piping to connect clearwell; miscellaneous yard piping; site grading; and miscellaneous other work and improvements with all related appurtenances.
Contract II: Installation of approximately 7,200 LF of 12” DIP high service water main; connection to existing system near the Apple Pie Ridge Tank; air release valves; and all related appurtenances.
Bidders shall inform themselves concerning Georgia Laws and comply with same.

The time allowed for Substantial Completion from the date of notice to proceed is as follows:
Contract I: 180 days
Contract II: 90 days
Bidders may elect to bid on either Contract I, or Contract II, or both Contracts.
Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the OWNER in an amount equivalent to five percent (5%) of the total amount payable by the terms of the contract or, in lieu thereof, in the form of a certified check, cashier’s check, or cash in equal amount.
The Successful Bidder will be required to furnish performance and payment bonds with the executed Agreement meeting the requirements of the Contract Documents and executed on the forms attached to the Agreement. The terms and time for payment are set forth in the Agreement.
Surety and insurance companies must have an AM Best rating of A-6 or greater, be listed in the Federal Registry of Companies holding Certificates of Authority and Acceptable Sureties on Federal Bonds, be licensed by the Georgia Insurance Department and the Georgia Secretary of State to do business in the State of Georgia.
All Bids will remain subject to acceptance for 60 days after the day of the Bid opening, but OWNER may, in its sole discretion, release any Bid and return the Bid security prior to that date.
Each bid must be submitted in a SEALED ENVELOPE, addressed to the OWNER. Each sealed envelope containing a Bid must be plainly marked on the outside as, “Bid for Banks County Board of Commissioners, Banks County, GA Mountain Creek Water Treatment Plant Improvements”. The contractor shall also affix his Georgia Utility Contractor’s license number on the outside of the sealed envelope. If bid is forwarded by mail, the sealed envelope containing the Bid must be enclosed in a separate mailing envelope to the attention of the OWNER at the address previously given.
The Owner reserves the right to reject any or all Bids, to waive formalities and re-advertise.
